Terms and Conditions

The Empowered Learning Management System (LMS) for Out-of-School Youth (OSY) provided by the Extension Management Office of Quezon City University is designed to facilitate online learning for OSY participants.

Program Enrollment & Access

Students must verify their OSY status to gain access to the LMS. Once verified, they can log in using secure credentials and explore available courses.

1. Keep login credentials secure- Participants must keep their account information confidential and not share it with others. If a participant forgets their password, they can request a reset link to be sent to their registered email. Please ensure your email is verified to receive this link.

2. Use materials appropriately- All learning materials provided are for personal educational use only.

3. Respectful Behavior- Participants must treat their peers, instructors, and the platform with respect.

Completion and Certification

Participants must keep theParticipants will receive a certificate after completing a course. If someone drops out, they'll still get a certificate showing they attended part of the course, signed digitally by the admin. Endorsement for Employment Opportunities

By excelling in this program, I may be endorsed for employment opportunities by local officials.

Privacy and Data Security

All personal information collected during the enrollment process will be used solely for program-related purposes. The Extension Management Office of QCU will comply with data privacy regulations and ensure that participants’ data is not shared without their consent.

Changes to Terms

Program Participation

I understand that my participation requires verification of my OSY status by an administrator. Once verified, I will have access to the program dashboard and its associated features.

Course Enrollment and Unenrollment Policy

I recognize that I may unenroll from a course without penalty on the same day of enrollment. However, repeated unenrollments may lead to a temporary suspension from future courses, and I may need to complete a survey regarding my interest in the program.

Certification Eligibility

Certificate of Completion: For full course completion.
Certificate of Excellence: For achieving passing scores.

Data Privacy and Confidentiality

I consent to the collection and use of my personal information in accordance with the program's privacy policy for administration and job referral purposes.

Data Privacy Policy

I. The data privacy act protects the privacy of individuals while ensuring free flow of information to promote innovation and growth.

II. Regulates the collection, recording, organization, storage, updating or modification, retrieval, consultation, use, consolidation, blocking, erasure or destruction of personal data.

III. Ensures that the Philippines complies with international standards set for data protection through the National Privacy Commission (NPC).

EmpowerED, a learning management system designed for out-of-school youth (OSY), is committed to ensuring the protection of personal data in compliance with the Data Privacy Act of 2012 (Republic Act No. 10173). This policy outlines how EmpowerED collects, processes, stores, and protects personal information.

1. Scope of the Policy

This Data Privacy Policy applies to all users of the EmpowerED platform, including Out-Of-School-Youths, EMO Personnel, Volunteer Teachers, and Barangay Personnel. It governs the collection, use, and handling of personal data within the system.

C. Aggregate Data - Non-personally identifiable data for research and analysis.

6. Data Storage and Retention

Personal data is stored securely on encrypted servers. Data retention periods are as follows:

A. Active user data- Retained for the duration of platform usage.

B. Inactive accounts- Retained for five (5) years after the last activity, unless deletion is requested.

EmpowerED employs the following measures to protect personal data:

Under the Data Privacy Act, users have the following rights:

Right to Access: Obtain copies of personal data held by EmpowerED.

A. Right to Rectification- Request corrections to inaccurate or incomplete data.

B. Right to Erasure- Request deletion of personal data, subject to legal obligations.

C. Right to Data Portability- Obtain data in a portable format.

D. Right to Object- Decline data processing in certain circumstances.

E. Right to File a Complaint- Lodge complaints with the National Privacy Commission (NPC).

9. Unenrolling Without Any Penalties

You can only unenroll the course without penalties if you did it in the same day you enrolled the course and you didn't take the pre-assessment

10. Consent Management

During registration, users provide explicit consent to data collection and processing. Users may withdraw consent at any time by contacting EmpowerED’s Extension Management Office (EMO)

11. Updates to the Policy

EmpowerED may update this policy to reflect changes in legal requirements or platform operations. Users will be notified of significant updates via email or in-platform notifications.

Acknowledgment

By using the EmpowerED platform, users acknowledge that they have read, understood, and agreed to this Data Privacy Policy.

Guidelines

1. Registration

Sign up using a valid email and verify your account.

If you forget your password, request a reset link (your email must be verified).

2. Personalization

Answer the Personalization to set up your learning preferences and needs.

You must complete this step to access courses and features.

3. Course Rules

You can unenroll on the same day if you haven’t started the course.

Spend at least 2 hours per week on your course.

Choose your learning setup:

Hybrid Learning: Online lessons with onsite activities based on a schedule.

Self-Paced Learning: Fully online, study at your own pace.

4. Assessments

Take a pre-assessment to start your course.

Finish all activities and a final test to complete the course.

No skipping, canceling, or resetting assessments.

5. Certificates

1. Get a certificate based on your performance:

A. Completion: For finishing the course.

B. Excellence: For passing the final test.

6. Community Features

Join discussions, ask questions, and view job postings.

Submit your resume for job endorsements if eligible.

7. Behavior

Be honest and respectful when using the system.

Do not share your account or behave inappropriately.

8. Penalties

Missing weekly requirements may delay your progress.

Dropping three courses in a row can suspend your account temporarily.
